SHFC, PHILGUARANTEE Explore Partnership; HOME Awardees Share Best Practices

The Social Housing Finance Corporation (SHFC), led by President and CEO Federico Laxa, met earlier with officials of the Philippine Guarantee Corporation (PHILGUARANTEE) to explore a potential partnership aimed at strengthening support for the agency’s housing programs.
As part of the ongoing review of the Community Mortgage Program (CMP) framework, the discussions centered on how SHFC and PHILGUARANTEE, the country’s principal state finance guarantee institution, can explore a potential partnership to deliver more housing solutions for Filipino families.
This initiative supports the directive of Department of Human Settlements and Urban Development Secretary Jose Ramon Aliling to incorporate all housing modalities under President Ferdinand Marcos, Jr.’s pro-poor expanded Pambansang Pabahay para sa Pilipino(4PH) Program.
During the session, PHILGUARANTEE Senior Vice President and Head of the Housing Guarantee Group Teresito Cayo presented key programs of the corporation, including the Housing Retail Guarantee Facility and Cash Flow Guarantee on Asset-Backed Securities.
Both SHFC and PHILGUARANTEE expressed their strong commitment to inclusive development, emphasizing the need for strategic collaboration to make decent and affordable housing more accessible to all Filipinos.
Meanwhile, officers of two communities who were recognized in last year’s HOME (Homeowners’ Outstanding Merit for Excellence) Awards shared their best practices in key areas such as collections, estate management, and title individualization, all of which are crucial to improving the implementation of the CMP.
Llano Urban Poor HOA, Inc. in Caloocan City and Johnmary Ville HOA, Inc. Phase 1 in Las Piñas City highlighted how initiatives like a systematic collection system and active member participation have helped them foster stronger community cohesion.
Laxa welcomed the insights of the two communities, underscoring that grassroots input is vital in enhancing and improving the CMP. “Importante po kayo sa amin,” he said. “Malaking tulong po ito para maging mas maayos ang aming serbisyo at programa.”
Executive Vice President Atty. Juenefe Payot, Support Cluster Senior Vice President Atty. Leo Deocampo, Accounts Management Senior Vice President Josefina Banglagan, Mega Manila Vice President Engr. Elsa Juliana Calimlim, Corporate Planning and Communications Vice President Florencio Carandang, Jr., Program Development and Enhancement Vice President Maria Rosalie Richa Taguian, Finance and Comptrollership Vice President Dante Anabe, and Treasury Vice President Jason Yap were present in the meeting.
